A superior metric would be the “Exit Velocity”—the rate at which individuals move from being recipients to being independent, tax-paying contributors. When the state incentivizes its own redundancy, it aligns the interests of the government with the aspirations of the citizen.
Why ‘Elimination’ is the Ultimate Goal
Some might argue that poverty is inevitable, and therefore, welfare will always be required. While a baseline safety net is essential for the vulnerable—the disabled, the elderly, and the infirm—the vast majority of social spending is directed at the working-age population. The goal of eliminating the need for welfare is not about abandoning those who cannot help themselves; it is about liberating those who have been prevented from helping themselves.
When a society succeeds in creating an environment where individuals can secure stable employment, access affordable housing, and build personal capital, the welfare rolls naturally shrink. This leads to several systemic benefits:
